アルゼンチンのスキーリゾート＋エコツーリズム都市の外縁に位置する急斜面インフォーマル居住地を対象として、2017年以降、地元州住宅局と共同で進めているプロジェクトである。インフォーマル状態を解消する見込みが立たないなか、災害リスクを低減し、少しでもよく住み続けられることを目指して、地元コミュニティと協働で表土流出を抑制するために山留めや排水溝を施工するなど実践を重ね、土地の来歴や生態系を尊重して居住環境をマネジメントする方法を模索してきた。
この斜面インフラは、富裕層観光客と貧困層居住者をつなぐ街のランドマーク的存在となる。斜面地に住まう貧困層の日常的な移動を改善すると同時に、中心部に滞在する観光客の自然公園へのアクセスルートとなるエレベーターブリッジである。これまで街の「外部」であったインフォーマル居住地とフォーマルな中心市街地がつながり、価値の交換が少しずつ始まっていく。土木と建築の間のようなインフラ構築物が、分断された街をつなぎ、人々の新たな交流をさそう。
構築物は、小径木材を組み上げ、既存斜面形状に軽く乗るようにつくられる。近景では親密なスケール感と透明性を持ち、遠景ではでシンボリックな量塊的存在として現れるだろう。木架構のディテール（部分）を我々と居住者らの知恵を統合して開発し、それを共に組み上げた結果（全体）が建築の新たなシンボル性を獲得することを期待している。

This is a project that has been underway since 2017 in collaboration with the local state housing authority, targeting an informal residential area located on a steep slope on the outskirts of an Argentine ski resort and ecotourism city. With no prospect of resolving the informal situation, the project aims to reduce disaster risks and improve living conditions as much as possible by working with the local community to construct retaining walls and drainage ditches to prevent soil erosion, while respecting the history and ecosystem of the land and managing the living environment.
This slope infrastructure will become a landmark connecting wealthy tourist visitors and impoverished residents. It will serve as an elevator bridge that improves the daily movement of low-income residents living on the slope, as well as an access route to the natural park for tourists staying in the central area. The informal residential area, which was previously on the city's "outskirts," will now be connected to the formal city center, and a gradual exchange of value will begin. Infrastructure construction, like a bridge between civil engineering and architecture, will connect the divided city and invite new interactions among people.
The structure will be assembled from small timber pieces and will be lightly placed on the existing slope shape. It will have an intimate scale and transparency up close, and will appear as a symbolic mass from afar. We hope to develop the details of the wooden structure by integrating our wisdom and that of the residents, and expect that the result of building it together will acquire a new symbolic meaning in architecture.
